National Pesticide Quality Supervision and Inspection Centre (Shenyang)
It is subordinated to Shenyang Research Institute of Chemical Industry Co., Ltd., which is the first batch of national product quality supervision and inspection institutions authorized by the State Quality and Technical Supervision Bureau. The center is set up in the Pesticide Test Laboratory of Shenyang Research Institute of Chemical Industry Co., Ltd., undertaking Five-batch analysis of pesticides registered at home and abroad(GLP test), the spot test of national pesticide product quality
supervision, Test of products licensed for pesticide production, quality arbitration test of quality disputed products and so on.
“Center” is also affiliated to the National Pesticide Standardization Technical Committee. It is responsible for formulating national and occupation standards and revising annual plan proposals for pesticides, and organizing and participating in the formulation of national and occupation standards for pesticides
The drawn up FAO standard for azoxystrobin was approved by FAO and WHO Joint Meeting Expert Group in 2016, becoming the first FAO standard for pesticide production in China.
In December 2011, the Pesticide Test Laboratory of Shenyang Research Institute of Chemical Industry Co., Ltd. passed the GLP on-site inspection by the Dutch government of OECD member countries, and obtained OECD GLP certification in physical and chemical fields. Laboratory can provide five-batch analysis , physical and chemical testing and other technical services for customers'products registration.
The laboratory is a five-batch analysis and testing unit approved by the Ministry of Agriculture, and passed the GLP laboratory examination of the Ministry of Agriculture in 2009. Laboratories can undertake the development of new pesticide testing technology and methods. It is authoritative units for pesticide quality testing, it is also a state-level testing institution authorized by the Ministry of Science and Technology and General Administration of Quality Supervision, Inspection and Quarantine of the PRC.
National Dye Quality Supervision and Inspection Centre
According to the national economic commission of the People's Republic of China [1988] no.177 "notice on approval of eleven national product quality supervision, inspection and testing centers", National Center of Quality Supervision and Inspection for Dyestuffs is listed as the first batch of national quality inspection centers approved by Certification and Accreditation Administration of the People’s Republic of China，which is authorized as national quality inspection institution of dyestuffs, intermediates, food colors and so on with a third party fair status and which is also the secondary institution of Shenyang chemical research institute co. LTD. In the latest years, our center has undertaken plenty of quality supervision spot check work of dyestuffs, dyestuff intermediates, textile dyeing and finishing auxiliaries, food colors and other products, new product appraisal inspection, product quality arbitration inspection, product quality inspection for production license, product quality consignment inspection, inspection of harmful (carcinogenic) aromatic amines, harmful heavy metals and other harmful substances in dyestuff products.
National Shenyang New Drug Safety Evaluation and Research Center
The Safety Evaluation Center of Shenyang Research Institute of Chemical Industry was established in 1982 under a cooperative program supported by UNDP and China former Ministry of Chemical Industry, mainly conducted on the safety evaluation of pesticides, drugs and other fine chemicals. Since 1996, the center has been put into operation in accordance with Good Laboratory Practice (GLP) and has established an advanced safety evaluation experiment system, which can simultaneously perform the safety evaluation for pesticides, medicines, and new chemical substances. The Safety Evaluation Center has passed the National Food and Drug Administration GLP inspection in 2003, and then got the accreditation for the testing of new chemicals by the Ministry of Environmental Protection in 2004, the accreditation by the National Metrology Certification and AAALAC in 2006. In 2010, it became one of the first GLP test units approved by the Ministry of Agriculture. In 2012, the Safety Evaluation Center passed the inspection from the Netherlands authority and became OECD GLP accredited, which is the first OECD GLP certified laboratory in China. In 2014, the OECD GLP has covered six areas including toxicity, analysis, clinical chemistry, genetic toxicity, environmental toxicity, and environmental fate.
The center has now become a CRO with the extensive field and strong capacity, and it is also titled as National Pesticide Quality Supervision and Inspection Centre and National Shenyang New Drug Safety Evaluation and Research Center.
National Technical Committee on Pesticide of Standardization Administration of China（SAC/TC 133）
The National Technical Committee on Pesticide of Standardization Administration of China was established in 1988, which was one of the first national technical committee on pesticides of standardization administration of China approved to be established by country. It is responsible for the standardization work in the field of pesticide and has set up the sub-technical committee of biological pesticide.
Our company is authorized as the secretariat institution of National Technical Committee on Pesticide of Standardization Administration of China. There are 33 staff in the secretariat, including 4 professors and 12 senior engineers, 2 doctors and 16 masters. All the researchers are engaged in both standardization work and quality detection for pesticide, which can realize the complementary advantages. We have outstanding technical strength and sufficient energy to organize development and revision work for national and industry standards. Status of standards: up to now, the pesticide industry has formulated 441 national and industrial standards, including 216 national standards, 225 chemical industry standards, 382 product standards, 30 basic general standards, 28 method standards and 1 management standard. These standards cover a variety of bioactive pesticides such as insecticide, bactericidal, herbicidal, plant growth regulator, etc. The forms include technical material；emulsifiable concentrate； wettable powder； water soluble powder； emulsion，oil in water；micro-emulsion；suspension concentrate；oil miscible flowable concentrate；granule; water dispersible granule, etc., which are well matched and have wide coverage.
National Technical Committee on Dyestuff of Standardization Administration of China（SAC/TC 134）
The National Technical Committee on Dyestuff of Standardization Administration of China was established in Nov.1988 and identifier is （SAC/TC 134）which is responsible for the standardization work in the field of dyestuffs, dyestuff intermediates (raw materials), textile dyeing and finishing auxiliaries, food additives (food colors classes). Shenyang chemical research institute co., LTD. is authorized as secretariat institution of National Technical Committee on Dyestuff of Standardization Administration of China.
The National Technical Committee on Dyestuff of Standardization Administration of China is managed by the China petroleum and chemical industry association entrusted by the state administration of standardization and has set up a sub-technical committee on printing and dyeing auxiliaries under the national technical committee on dyestuff of standardization administration of China.
There are 15 staff in the secretariat, including 4 professors, 6 senior engineers and 7 engineers. The secretariat of National Technical Committee on Dyestuff of Standardization Administration of China and National Center of Quality Supervision and Inspection for Dyestuffs are the same entity. After decades of development, The National Technical Committee on Dyestuff of Standardization Administration of China has established a sound standard system. Up to now, the dyestuff industry has developed 693 national and industrial standards, including 221 national standards, 472 chemical industry standards, 487 product standards, 17 basic general standards, 186 method standards and 1 management standard. Most standards are recommendatory ones. The publishment and implementation of these standards, play a positive role to promote the improvement of product quality, cooperate with the structure adjustment of dye industry, extend new technologies and products, ensure domestic and foreign product trade and improve the competitiveness of products in the international market, which also gets the extensive application of relevant departments.
National Engineering Research Center of Pesticide (Shenyang)
The National Engineering Research Center of Pesticide was constructed in 1995, and was optimized and integrated into the new sequence management of the National Development and Reform Commission in December 2021. The center is mainly engaged in the independent innovation of pesticides and the engineering research of pesticides, and runs through the research field of the whole chain of pesticides from R&D to industrialization, including the design and synthesis of new pesticides, drug efficacy and application technology research, production process development, safety screening, safety evaluation and evaluation. technical research, etc.

the Key Laboratory of Liaoning Province for Hazardous Wastes Identification and Risk Assessment
The laboratory is the Key Laboratory of Liaoning Province for hazardous wastes identification and risk assessment approved in September 2017.At present, the laboratory is a well-qualified third-party research institution specialized in hazardous wastes identification for all six hazardous characteristics including reactivity, ignitability, corrosivity, extraction toxicity, toxic substance content and acute toxicity.
The laboratory has the CMA qualification certificate issued by China National Certification and Accreditation Administration and the CNAS laboratory accreditation certificate issued by China National Accreditation and Accreditation Commission for all six hazardous characteristics identification. The laboratory is a third-party research institution specialized in hazardous wastes identification and providing identification reports.
The laboratory works in accordance with the Environmental Protection Law ofPeople's Republic of China (implemented on January 1, 2015), the law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes (revised draft and exposure draft), Technical specifications on identification for hazardous waste (exposure draft) and other regulatory documents strictly. The GB5085 series of identification standards for hazardous wastes implemented by the Ministry of Environmental Protection in 2007 is used as references to identify the hazardous wastes identification. Up to now, the laboratory has completed more than 60 hazardous wastes identification projects, including BMW Brilliance Automotive Ltd., Chery Automobile Co., Ltd., RuitaiMaterials Technology Co.,Ltd.(Ningxia Province) and so on. Business field has covered five major Industries of automobile, pesticide, chemical, pharmaceutical and electronics.
